To customize opportunity stages, go to the three dots in the upper right corner > Settings > Customizations > Opportunities.

You will want to navigate to the "Pipelines" tab and click "Customize" next to the Pipeline which you would like to customize:

From there, you can choose to "Edit" the stages within your Pipeline as follows, as well as drag and drop their order:
